How does artificial intelligence (AI) influence democratic governance, its potentials and the strategies necessary to uphold democratic legitimacy?

AI is affecting all areas of the democratic process, ranging from opinion formation to political decision-making, public administration, and citizen’s access to resources. For example, predictive analytics tools are used for fraud detection and healthcare administration, we have seen examples of AI being used in policy drafting, and generative AI fundamentally changes the information environment in which people form opinions. While such AI tools have the potential to lead to efficiencies and innovation, they can also have unintended consequences which could undermine the legitimacy of democratic processes.

This course will offer insight into the opportunities and challenges posed by AI technologies and how it affects both democratic principles (such as transparency, accountability, autonomy) as well as democratic outcomes (including trust in services and the democratic process and discrimination, but also efficiencies).
